Profile of a Police Commander: Mary Ann West

Meet Mary Ann West, Commander of the 19th District. Since October 2003, as the commander, Mary Ann West has ensured that 19th district personnel provide quality service in a professional manner. Also, she ensures that Department resources are utilized to maximize efficiency and supervisors are continually directing the efforts of subordinates towards the achievement of Department goals.
From June 2000 to October 2003, Mary Ann West managed and directed the Forensic Services Division, which is responsible for providing technical and scientific expertise for the collection and analysis of physical evidence and the reconstruction of crimes. The division must provide expert testimony on the collection, submission and examination of evidence to assist in the criminal justice process. Also, the division is responsible for submitting evidence to the Illinois State Police Laboratory for examination and analysis.
From April 1995 to June 2000, she was assigned to the 21st District patrol division. Here she performed duties as a watch commander including personnel management; training and deployment; maintenance of discipline; investigation of criminal and non-criminal matters; and internal investigations.
As a field lieutenant, she supervised personnel performing field operations. Also, as the designated 10-sector management team leader, she was responsible for ensuring that the Patrol Division strategy to address chronic crime and disorder problems was promoted and developed.
From April 1986 to March 1995, Mary Ann West worked in the Management and Labor Affairs Section. Among other duties, she administered the 10 collective bargaining agreements representing civilian employees within the Department of Police. She also provided advice to command and supervisory members of the Department in order to facilitate a uniform implementation of the collective bargaining agreements.
From December 1985 to April 1986, in the Patrol Division, she served as a watch sergeant and supervised officers performing field operations and desk duties in the 12th Police District. She investigated complaints of alleged misconduct against Department members, recommending and implementing disciplinary action where appropriate.
From October 1982 to December 1985, she was assigned to the Youth Division – Special Investigation Unit. Here she conducted follow-up investigations of cases involving the sexual exploitation of juveniles, juvenile prostitution, child pornography, and serious child abuse. She also worked in an undercover capacity for the Illinois State Police, U.S. Postal Inspectors, and U.S. Customs Agents on child pornography and juvenile sexual exploitation cases. She conducted training in the investigation of sexual exploitation cases for in-service and pre-service youth officers. Also, she conducted training seminars for the Illinois Department of Children and Family Services caseworkers.
From March 1973 to October 1982, in the Area 4 Youth Division, Mary Ann West performed general youth division duties in Area 4, including follow-up investigations of family related crimes and missing persons and the processing of juvenile arrestees. She made arrests and issued citations for violations of state statutes and municipal ordinances, and provided testimony in court at felony and misdemeanor trials. She worked in an undercover capacity with Criminal Investigation Division personnel, specifically Homicide/ Sex, Robbery and Gang Crimes/ Narcotics detectives.
Among her Department Awards are one Department Commendation, one Unit Meritorious Award, 15 Honorable Mentions, and five Complimentary Letters.
