Coyne property redevelopment

Smithfield Properties and DePaul University have proposed a DePaul student residence facility for the former site of the Coyne Institute at Fullerton and Lakewood avenues. Some highlights of the proposal are:
1. 620 beds in 160 rooms. Building extends from Lakewood to Rubens Baby Factory and from Fullerton to the alley on the south. $80 million project.
2. 62 free parking spaces in the building and an additional 62 free parking spaces in DePaul's Clifton Garage. DePaul has agree to sell the Clifton Parking permits to the Smithfield. In addition, Smithfield will provide approximately 10 free parking spaces to the retail employees.
3. The developer and DePaul University have expressed a willingness to provide an additional CTA UPASS discount for students living in this residence.
4. Ald. Ted Matlak (32nd) has agreed to review the permit-parking program in the immediate area to attempt to minimize the impact of 620 additional students "on-campus."
5. Smithfield Properties has agreed to move the access to the garage from Lakewood to the alley, make the entrance one way, and make cars exiting the east end of the building go south on the alley to Medill and then onto Racine Ave. The alley immediately to the east of the building will be one-way south to prohibit any cars from exiting onto Fullerton Ave.
6. The developer has indicated they have added heating elements to help prevent ice from forming along the edges of the building and then falling.
7. Steel and glass structure, green roof, low e-rated glass.
8. Building base setback 17 feet from curb on Fullerton Ave.
9. Second floor partially setback. The developer has agreed to prohibit students from accessing the second floor roof along Fullerton Ave.
10. Building height 70 feet [current tallest building 65 feet].
11. Building will have 24-hour security; all tenants will sign leases that anticipate stricter rules. Building will have eight to 12 Resident Advisers who are employees of U. S. Equities Scion.
12. 15,000 square feet of retail on Fullerton to be managed by Mid-America Realty, no DePaul-based restrictions on tenants, loading and trash inside garage.
13. Scheduled start this winter, scheduled completion Aug. 15, 2006.
14. Construction to begin at east end and progress toward the west.
